Which led lights are the best?

This question can best be answered by someone who has replaced halogen bulbs with LEDs. The offer of such LED bulbs is quite large, I would say that for better reliability you should choose a model that has a forced cooling. Excessive heat destroys the LEDs.

Also you need to check if this modification of the lighting system is OK related to the law. I think it is not OK. Some modification need a new certification / homologation of the vehicle. And is not cheap. 

I think that the best solution is the replacement of the headlights. Or polishing.

Not in US. In the US you can make a lot of changes without certifications.
